It's not actually beating the child per se. There always must be another teacher or faculty member present when the swats are being administered, and the students are never hit in any other place than well obviously their sitting muscle :D. I'm currently a student at a small High School in Texas, and the policy seems to work fine, and parents never complain. In fact, in order for a student to be enrolled into the school, parents must sign a form giving their consent to any swats that should be reasonably given. By the way, the graduation rate for Texas is just under 85 percent. The students were furious. They'd rather take "swats" than serve detention or get thrown in ISS (In School Suspension). We're bringing it back for the upcoming school year. When listening to the horror stories from teachers in other states, I have to say that I am glad to teach in a rural area that still believes in corporal punishment.
